ID-cards are issued by the Estonian Citizenship and Migration Board

In order to get an ID-card, you should contact theService Points of Citizenship and Migration Bureau of the Prefecture. A list of offices of the Board can be found HERE.

 

Important:
  • You should contact a service office of the Citizenship and Migration Bureau personally if you apply for the ID-card for the first time.
  • Sending your application to the Citizenship and Migration Bureau by post is easy and convenient. This option is available to persons who have been already issued a document (e.g., a passport, an ID-card) by the Citizenship and Migration Bureau previously.

Attention! Upon presenting the Citizenship and Migration Bureau with a copy of a document, you must approve its authenticity with your signature on every page of the copy. The signature must be accompanied by the date of signing.


First time application

Upon the first applying for the ID-card (in case you have not had an ID-card or another document issued by the Citizenship and Migration Bureau previously), you only have one possibility:

  • If you are 15 years of age or older and have not had a personal identification document before, you need to personally turn to an office of the Citizenship and Migration Bureau of your choice upon your first applying for the document.

Recommendation: You do not need to fill out an application in advance when turning to the service office. It would still be useful if you knew what data will be required from you by the Citizenship and Migration Bureau. Thus you should review the application form available at www.pol.ee in advance. Applicants often fail to recall precise data about their parents.

In case you already have a personal identification document (passport, for example) which is issued by the Citizenship and Migration Bureau, you can apply for your first ID-card also by post.


Repeated application
  • Electronic application (requires an ID-card with valid certificates and an ID-card reader).
  • Application by post:
    • Print out an application form or pick it up from your local office of the Citizenship and Migration Bureau.
    • If you apply for an identity card and a passport simultaneously, you must only fill out one application form.
    • Follow the instructions when filling out the form. A form that has been filled out incorrectly cannot be processed.
  • An ID-card can also be applied for in service offices of the Citizenship and Migration Bureau.

Your ID-card will be ready no later than 30 days after submission of the application. After having submitted the ID-card application, you can check its status at the Internet homepage of the Citizenship and Migration Bureau.

A previously issued document of the same type must be presented upon your receipt of the new document. For example, when receiving a new ID-card, you must produce your old ID-card upon the receipt. Upon your first receipt of the ID-card, you need to present another document that carries your photograph. In case you have no other documents, the service person will identify you and issue one.


What should you do if you have the card but lack PIN codes?

New PIN codes will be issued in an office of the Citizenship and Migration Bureau or a bank office that provides ID-card's follow-up services. A list of such bank offices can be found HERE.
