EMT, Solutions MMC, Cybernetica AS, AS Finestmedia, The Division, and Gemalto S.A helped to launch Mobile ID in Azerbaijan. Last week, a conference on Azerbaijan’s Mobile ID service “Asan Imza“ (‘simple signature’) was held in Baku, and the service was officially launched. This was a high-level event with participants including Minister of Taxes Fazil Mammadov, Minister of Communications and Information Technologies Ali Abbasov, Estonian Ambassador to the Republic of Azerbaijan Miko Haljas, and Member of the European Parliament Kristiina Ojuland.

According to EMT’s R&D manager Jürgen Niinre, Estonia is the pioneer in applying Mobile ID technology across the world. “People from all over the world come to learn from our experience in order to repeat the Estonian success story. Azerbaijan is the first country to apply the same kind of Mobile ID service that is used in Estonia. EMT provided the SIM card application and know-how on Mobile ID architecture,” Jürgen Niinre said.

Ambassador to the Republic of Azerbaijan Miko Haljas says Estonia and Azerbaijan are currently the only two countries in the world that use X-Road, the best e-governance system available. “The launch of Mobile ID together with EMT and other Estonian companies who used well-established technologies is an important step in co-operation between Estonia and Azerbaijan, and it is also a very good example of cross-boarder public private partnership project,” Miko Haljas said in his speech at the official Mobile ID launch event.

“We believe it is important that the X-Road ecosystem expands, grows and develops. We have a possibility to learn from experiences related to using X-Road and Mobile ID and in Azerbaijan. Estonian IT companies and Estonian Information System’s Authority are certainly interested in further co-operation with Azerbaijan,” ambassador Haljas said.

Cybernatica AS provided the certification and verification solution for the Azerbaijan Mobile ID project, AS FinestMedia created the signing app, Gemalto S.A. made the mobile messaging platform, The Division branded the service, and Best Solutions MMC will be providing the Mobile ID service to local service providers.

Azerbaijan’s Mobile ID will be issued by the Ministry of Taxes of Azerbaijan, and Azercell, wireless carrier that is part the TeliaSonera group. Azercell will be the first carrier in Azerbaijan to offer SIM cards with Mobile ID support.

In Estonia, Mobile ID was launched already in 2007 by EMT and Estonian Certification Center.
Subscribing to Mobile ID at EMT is currently free; the subscription fee of €10, which includes the state fee, is paid by EMT on behalf of the customer.
