Accessing state e-services with Smart-ID

From 26 February 2026, the state authentication service uses the new Smart-ID+ solution when logging in with Smart-ID, which makes the login process more secure.

Logging in with Smart-ID to e-services that use the state authentication service (such as the state portal eesti.ee, the health portal, and the e-services of the Tax and Customs Board) now works as follows:

  • When opening the e-service on your smart device, select ‘Open Smart-ID application’ and then enter your PIN1 code in the application that opens automatically.
  • If the e-service is used on a computer, the user must scan a continuously changing QR code displayed on the screen to log in. To scan it, open the Smart-ID application on your smart device, press the ‘Scan QR code’ button and make sure that the QR code on your computer screen is located within the square displayed in the application. Once the application has scanned the QR code, a confirmation window will open and, after pressing the ‘Confirm’ button, you can enter your PIN1 code.

If you cannot log in:

  • Ensure that the web browser on your phone or tablet is updated to the latest version and is one of the supported browsers (Chrome, Safari, Firefox, Edge). For Samsung browsers, users must change their settings for Smart-ID to work: more information and instructions are available on the Smart-ID website.
  • Ensure that your browser’s private or incognito mode is not enabled, as Smart-ID will not work otherwise.
  • Ensure that the default web browser on your device is the same browser you are using to log in. We recommend closing all other browsers.
  • Ensure that your web browser supports same-device links. More detailed information and instructions can be found on the Smart-ID website.
  • The Smart-ID application must be updated to the latest version.

State authentication services must be up to date and take into account the changing threat landscape. Smart-ID+ is one of the measures used by the state to prevent fraud and combat social manipulation and other types of fraud.

An important difference compared to logging in with your previous personal identification code is that you can no longer initiate a login session remotely. All important activities must take place on the user’s own device, or the devices must be physically close to each other. This makes it considerably more difficult to carry out fraudulent schemes.

However, users must continue to ensure that they are using the correct e-service and that they enter their PIN codes only to confirm actions they have personally initiated.
