The Information System Authority (RIA) announces that the DigiDoc application will switch to the new CDOC2 encryption format in autumn 2026. This is a new file encryption standard in Estonia, which will gradually replace the CDOC1 format currently in use.
CDOC is a file format widely used in Estonia for the secure encryption of data, allowing access only to designated users or user groups.
The new CDOC2 standard:
- is based on modern cryptographic solutions;
- improves security and reliability;
- is already available in the DigiDoc application (as a non-default option).
In autumn, CDOC2 will become the default format in the DigiDoc application, which means that all encrypted envelopes will be created automatically in CDOC2 format. During the transition period, the DigiDoc application also allows documents to be encrypted in CDOC1 format, but only on a temporary basis.
What does this mean for e-service providers?
E-services that use encryption solutions will require further modifications to be made in order to implement CDOC2. It is necessary to add CDOC2 support to your systems and ensure compatibility with the new format. Java and C++ libraries have been created to support the transition.
