Important changes with the current Estonian card issuer IDEMIA

At the beginning of July 2025, IDEMIA, the current Estonian card issuer, will start issuing ID-cards with a new platform. The main change is the transition to the new Cosmo X platform, while the basic features of the ID-card (including certificate profiles) remain the same.

What exactly will change with the IDEMIA Cosmo X card?

  • Transitioning to the Cosmo X platform.
  • A new ATR value is introduced.

The arrival of the Cosmo X card will affect:

  • applications that interact directly with the card. For example, loyalty card solutions that use data from the category ‘PERSONAL DATA’;
  • end-users who need to install ID-software with support for the new card to use the new IDEMIA card. ID-software with support for the new card will be released for users on the id.ee website in the second half of June.

The arrival of the Cosmo X card will not affect:

  • users of the national signature and validation service;
  • users of the State Authentication Service (TARA) and the State SSO Service (GovSSO);
  • libdigidocpp and digidoc4j library users;
  • e-services that use certification authentication built into the browser (TLS client certificate authentication or TLS-CCA);
  • e-services that use the Web eID solution for online authentication and signing with an ID-card;
  • ID-card identification in Windows domains and on individual machines.

We encourage businesses affected by the arrival of the Cosmo X card to test their e-services. As test cards are limited, we will only issue them to businesses directly affected by the change.

To apply for a test card, please send an e-mail to [email protected] with the following information:

  • the name of the business; 
  • names of the e-services and information systems to be tested;
  • first and last name of the contact person;
  • e-mail address of the contact person.

As a reminder, in November 2025, the manufacturer of ID-cards will also change. Documents in ID1 format will be produced by Thales, instead of the current card manufacturer IDEMIA. For more information on Thales cards, please visit the website id.ee.

NB! From the date 14.08.2025, IDEMIA will issue test cards for SK ID Solutions.
