New ID cards will be introduced on 17 November 2025, when Thales will take over the production of ID cards from the current manufacturer, IDEMIA. The Information System Authority (RIA) reminds service providers that their IT systems need to be updated before this date. Without these updates, it will not be possible to use the new ID cards electronically in the systems of service providers, and the loyalty card functionality will not work, either.
With the introduction of the new cards, a new trust service provider, Zetes, will also enter the market, becoming a qualified trust service provider starting from 20 October 2025. Zetes is responsible for creating certificates for ID cards with the new platform and managing the life cycle status of certificates. This means that information systems need to be able to support two trust service providers.
Zetes has also published the certificates of its live certification chain, and live LDAP and OCSP services are now available. It is time for service providers to make the necessary changes to ensure the electronic use of the new ID cards.

RIA recommends checking the functionality of the systems in accordance with the new live services.
Before the introduction of live services, the functioning of e-services should be tested with test cards. Test cards will be issued until 14.11.2025.
To apply for a test card, an email should be sent to [email protected] with the following information:
- name of the company;
- names of the e-services and information systems to be tested;
- first and last name of the contact person;
- email address of the contact person;
- the number of desired Thales test cards;
- whether you would like a test card with a new profile (a test card with a new profile is necessary if you use the e-service of digital signatures without the Web eID solution).
