TSA, or time stamp service, is a solution that proves that certain data existed at a given point in time.
When installing the software, access to the Time-Stamping service is automatically set up through the RIA intermediary service, which is intended for normal use only.
Access to the Time-Stamping service can also be set manually under the settings of the DigiDoc4 application and the RIA DigiDoc mobile application. Manually specifying access to the Time-Stamping service is necessary in cases where more signatures are used per month than are intended for personal use.
For business purposes:
- RIA mediates the Time-Stamping service to government sector institutions (EE) and to use it, you need to conclude a cooperation agreement with the Information System Authority. To do so, send your request by e-mail to [email protected].
- You need to use timestamps of Time-Stamping service providers compliant with the eIDAS requirements (you can find an overview of service providers here). One of the service providers in Estonia is, for example, SK ID Solutions AS;

To set a Time-Stamping service URL:
1. Launch the DigiDoc4 application.
2. Open at the top right "Settings".
3. Under Settings, select "SIGNING SERVICES".
- A. Select the "Use manually configured access" option and set the TSA URL in the "Access to Time-Stamping service" text box.
- B. If you are using the HTTPS TSA service, you must also add an SSL certificate for your TSA service. The certificate can be added using the "ADD CERTIFICATE" button."
Authorities can also set the Time-Stamping service URL via registry. More information about registry parameters can be found here.

Show Hide Under RIA DigiDoc settings it is possible to set access to the Time-Stamping service.
To set a Time-Stamping service URL:
1. Launch the RIA DigiDoc application.
2. Click on the icon with three dots on the right-hand side.
3. In the window that opens, select "SETTINGS" and then "Signing".
In the window that opens, click the pencil-shaped button next to the "Access to Time-Stamping service" option.
4. Set the TSA URL in the "Access to Time-Stamping service" textbox. To do this, first click on the button "Use default" and then enter the required address in this text box.
